Bugarup is the major city on the continent of XXXX, contains a magical university, an opera house, and a seaport (although people haven't been able to sail far out until the weather and currents drastically changed after the events in The Last Continent).

Government officials in Bugarup are elected by the people and then put into prison to save time. There is an old tradition that if a condemned man is hanged there and the trapdoor sticks three times, he has to wait until the hinges have been oiled.
