"but I suspect its primary target is the Peter Rabbit series by Beatrix Potter."

Very likely not. Beatrix Potter's books are still read a lot, and a great thing about them is they do not talk down to children. Peter Rabbit does not have an adventure, he just escapes getting caught.

There are plenty of unimaginative children's stories with dressed up animals. Alison Baker in her blog "Nerds in Space" points to Alison Uttley's "Little Grey Rabbit" books, in which Little Grey Rabbit lives with Hare and Squirrel. They include Fuzzypeg the Hedgehog, who is always having (extremely tiresome) adventures. The series is "indeed as twee and repetitive as Malicia Grim found Mr Bunnsy."
