Cumhoolie

The Cumhoolie were a people who invented a word meaning "the feeling upon finding that the previous occupant of the privy has used all the paper". This word was Squernt, as in "Mom, I'm squernt!" Presumably, then, not an people given over to great joy - but advanced enough to have toilets that need paper and so presumably flush, which is enormously advanced for the Disc.
