Whoever write this up should check out this page http://en.wikipedia.org/wiki/I-Spy . They will realise that the reference is not to any "spotter's guide" but to the old "I-Spy" book series.
And the first line of the Wikipedia article is: "The I-SPY books are spotter's guides written for British children, and particularly successful in the 1950s and 1960s." --Old Dickens 14:45, 24 December 2008 (UTC)
