Shine on the Moon is a goblin worker on the clacks, who, along with Shatter of the Icicle, was on duty at the tower in Sto Kerrig when the grags attacked, in Raising Steam, p. 65. Shine on the Moon might have had something to do with one of the attackers not being in a position to make any further attacks (or do anything else).
