One of the two rather less than public-spirited ratcatchers in Bad Blintz. Yet another example in TP's writing of a thoroughly nasty human being named "Ronald". What does he have against that name? Ronald and his colleague Billy Spears make a Rat King in The Amazing Maurice and his Educated Rodents.
