Mankin is the sinister half-elven landlord at the Octarine Parrot, a seedy pub situated at 9, Whalebone Lane, Ankh-Morpork.
His name is probably a pun on the Elven lord Long Lankin, only shifted a seedier letter down the alphabet. It also implies "manky", and perhaps "man-kin" referencing his human side.
He is spectacularly unhelpful to private eye Inspector Lewton in Discworld Noir. He speaks with a Welsh accent, indicating he may have come from Llamedos.
It is pointed out by Lewton that Mankin is at a serious disadvantage by being half-elf; everyone can see he has elven blood in him, (and races with long memories such as trolls and dwarves have a deep hatred for elves) but he has none of the advantages of a true elf, and cannot weave any glamour to protect himself or control other people.
